The Council for persons with disabilities discussed the problematic issues of medical, psychological and vocational rehabilitation of ATO participants, according to the Ministry of Social Policy. Deputy Minister of Social Policy of Ukraine Natalia Fedorovych spoke in detail about some of areas of rehabilitation of soldiers that are being implemented in Ukraine, and reform in this area.
"Reforming is carried out at a fast pace. One of the most important activities of the Ministry this year continues to be the improvement of programs of social protection of ATO participants, the development of a network of institutions rendering services in health; rehabilitation and restoration, decentralization of the provision of appropriate social services. The most effective form of control over the quality of fieldwork is and will always be a direct relationship with those who use our services, that is, with the citizens of our country, as well as representatives of other authorities", said Natalia Fedorovych.
According to the Deputy Minister, among the participants of the antiterrorist operation 296 278 combatants, 5 004 disabled veterans, 715 war veterans, 7 205 family members of the deceased soldiers can enjoy the benefits and guarantees of the state.
Natalia Fedorovych also reported about some of the steps that the Ministry and the Government were carrying out towards the rehabilitation of ATO participants.
Funding for the Provision of sanatorium-resort treatment of persons affected during anti-terrorist operation and those with the status of combatants or disabled war veterans in 2017 is 22 million 454 thousand UAH.
To ensure more quality provision of sanatorium-resort services by the Cabinet of Ministers of Ukraine No. 110 dd 01.03.2017 the existing system of procurement of sanatorium-resort services under the tender procedure is replaced by the reimbursement of the cost of services of sanatorium-resort treatment (voucher) to affected ATO participants for non-cash transfer of funds to sanatorium institutions for services rendered on the basis of a tripartite agreement (person - department - health).
"Such a mechanism allows ATO participants to choose an institution where they wish to go through the relevant treatment," said Natalia Fedorovych.
According to her, today services in sanatorium-resort treatment are provided by the Ministry of Social Policy and authorities that have military units subordinate to them. In addition, these services are paid through local budgets. Thus, ATO participants receive the greatest support on this issue in Kyiv, Kirovohrad, Luhansk, Mykolaiv, Sumy, Khmelnytskyi, Cherkasy, Poltava regions.

The Ministry has positive experience of cooperation with international organizations in this field. Thus, in the framework of Ukraine's cooperation with the NATO Trust Fund on medical rehabilitation (prosthetics) of servicemen wounded in the ATO.
The competent authority, which is responsible for the implementation of projects under the Fund, is the Ministry of Social Policy, which created the Coordination Council. Its membership includes representatives of concerned authorities and public structures, representatives of NGOs.
Cooperation with NATO continues in the framework of the international project of the Program of the active rehabilitation for injured active and retired military personnel and personnel of the security sector and defense of Ukraine "Return to life", which has a validity period from June 2016 to December 2017 (total duration 18 months).
No less important is the Ukraine – Norway project “Retraining and social adaptation of military personnel and their families in Ukraine", funded by the Ministry of Foreign Affairs of the Kingdom of Norway.
Natalia Fedorovych reported about measures for social and professional adaptation of ATO participants. To improve services the Ministry of Pocial policy developed a draft decree of the Cabinet of Ministers of Ukraine "On approval of the Procedure for the organization of social and professional adaptation of the participants of anti-terrorist operation" that has already passed the interdepartmental coordination and will be soon submitted to the Government for consideration.
The aim of the draft act is the establishment of an effective mechanism of professional orientation and professional training (postgraduate education) of ATO participants.
