“We are talking about the resolution of the Cabinet of Ministers of Ukraine dd December 14, 2016 No. 964. This document makes changes to other regulations relating to internally displaced persons. The key ones are changes in the order of registration and issuance of certificate of higher vocational education and the appointment and issuance of social benefits. So, I recommend you to pay attention to the following.
Registration and issuance of certificate. Now, if the IDP changes housing within the raion, it is not necessary to issue a new certificate. It is sufficient to inform about the relocation the Department of social protection of the population in person or over the phone.
The appointment of payments. IDP, who was registered in the territorial centre of social service or studying in a kindergarten, school, college or university, has not necessary to make the act of examination of material conditions to receive social benefits. The Department of labour and social protection of the population sends to the institution a request to confirm the stay or studying of the IDP in this institution. After confirming the IDP can resume social payments.
Shipping payments. The IDP with disabilities of I group and those who are in need of constant assistance, may receive payments at the actual place of residence, right at home. Shipping payments should be provided by the Oschadbank.
The registration stamp. Thus, the government regulation returns the rule that information about registration of place of stay is to be entered to the IDP certificate. But there is a legal conflict. Appropriate changes have not yet been made to the Order of registration and issuance of certificate of higher education and approved form of this certificate. Therefore, the mentioned certificate without the stamp should still be valid.
