Activists of Chuhuiv human rights group met the beginning of November en route. On November 2-7 they visited 6 settlements - Novopokrovka, Shevchenkove, Kochetok, Malynivka, Velykyi Burluk and Vvedentsi.
Lawyers of Chuhuiv human rights group told displaced persons about important innovations in the legislation. In particular, about amendments to some laws of Ukraine concerning strengthening of observance of the rights and freedoms of internally displaced persons (Law No. 2166) that were adopted, eventually, by the Verkhovna Rada of Ukraine on November 3. These innovations have to change to the better lives of people who forcedly left the house because of the armed conflict.
Firstly, the IDP registration certificate is termless now, whereas earlier it was issued only for half a year.
Secondly, not only people who have in their passports the registration of residence in Donetsk/Luhansk regions or Crimea can be registered as PDPs and receive the reference. But also those who have no registration for various reasons, but have other proofs of residence in the territory uncontrollable to the Government of Ukraine. They can include: a service record, a student ID card, a military ID, etc.
Thirdly, if at the person who wants to receive the IDP registration certificate, has no document that proves his or her identity, he or she can submit other documents that can establish the fact of his or her residence in the territory uncontrollable to the Government of Ukraine. Now they shouldn't expect the renewal of the identity document. With the adoption of law of the decision on issue of the reference will take no more than 15 days from the moment of the appeal of the internally displaced person to appropriate authority.
One more important innovation deals with that on day of the appeal to appropriate authority he or she receives either the reference or the written refusal in its granting, with the obligatory indication of a cause of failure. And it, of course, simplifies opportunity to appeal against the made decision in court.
This important law now is under consideration of the President of Ukraine.
