Only one visit to Severodonetsk office of Legal Development Network – and a single mother succeeded in recalculation of amounts of her social benefits, learned how to apply for grant and through the Prosecutor's office forced officials to be more attentive to the needs of those who ask them for help.
Maryna Zinchuk* addressed Severodonetsk office of the Legal Development Network at NGO "Civic Platform". She is a single mother with two children of 6 and 2 years old. The woman receives a monthly alimony of 300 UAH for the older child, the government aid in the amount of 1 070 UAH per month for the lower one, plus as a single mother – 350 UAH.
Due to the significant growth of tariffs for housing and communal services these means are not enough. Marina came to the local Department of social protection of the population for advice asking why the aid is so little – but she did not receive any explanation there.
The lawyer Serhiy Boldar told the woman that the amount of the government aid for children to single mothers is regulated by the Article 18-3 of the Law “On state assistance to families with children”. It is provided in an amount equal to the difference between 100% of the subsistence minimum for a child of appropriate age and the average total income of the family per one person for the previous 6 months. The cost of living for a child up to 6 years old from 01.05.2016 is 1 228 UAH.; for a child of 6-18 years old – 1 531 UAH.
The lawyer advised to appeal the actions of employees of the Department of social protection of the population to the Prosecutor, to send a copy of the complaint to the Department and helped draft the complaint.
Regarding the increase in the cost of housing and communal services Serhiy Boldar explained that the woman had the right to issue a subsidy, and for this it is necessary to contact the Department of subsidies.
After the appeal of actions of the staff of the Department of social welfare the amount of aid was recalculated.
