The draft of the resolution “On some questions of free legal aid in Bila Tserkva of Kiyv oblast” has been published on website of Bila Tserkva City Council. It provides for the competition announcement with the involvement of subjects of private law to obtain free legal aid at the expense of the city budget.
Free legal aid is very well understood by more than 22 thousands of Bila Tserkva citizens who needed lawyers’ consultations in last 6 year in difficult life situations. All of them obtained aid they needed in Community Law Center founded by Bila Tserkva city public organization “Pravova yednist” with the support of the International Renaissance Foundation.
Now the question of free legal aid is set on the State level, there is a corresponding law which obliges self-government authorities to adjust their own system of providing such assistance.
Olga Nastina, the head of Bila Tserkva city public organization “Pravova yednist” knows how to enagage local deputies to adopt decisions which people need and how to allocate budget money to finance legal aid for the poor. She organized excursions to the Community Law Center, and informed on the ways it works, what do the lawyers do and which problems trouble people. Such lawyers make the work of the City Council officials easier as the latter redirect complainants to the Center. Thus, deputies understood that the work of the public organization is necessary for the community. That is the reason why constant deputy commission of the City Council ensuring law, order and defense has become the subject of submission of the draft of the resolution which will be submitted to the session in the end of November.
Specific terms on the competition’s committee work and proposals to the city Legal Education of the Population programme are indicated in the resolution’s draft in terms of the budget required.
In case of the positive decision, deputies will finance the competition with subjects of private law to give free legal aid at the expense of the city budget.
Later, it will help to establish an effective mechanism for giving people systematic free legal aid, cooperating with the Center.
