Due to the competent actions of the lawyer of Kherson Office of the Legal Development Network, local activists have made public hearings on the crucial issue: the distribution of funds for repairs of the housing stock of the regional center.
The local activists asked the Kherson Regional Office of the Kherson Regional Organization of the Committee of Voters of Ukraine help with the application for the conduct of city public hearings* and other documents. The issue that was put forward to public hearings was extremely important - the distribution of funds for capital repairs of the city's housing stock.
Public hearings are one of the powerful mechanisms of so-called democracy participation, dialogue between the government and the community. Public hearings are the most common mechanism of local democracy in most democratic countries. It is expedient and worthwhile to conduct public hearings in the event that local authorities have to make decisions that may or have resulted in social tensions or conflicts between the authorities and the community.
Article 13 of the Law of Ukraine "On Local Self-Government" stipulates that the territorial community has the right to hold public hearings - to meet with deputies of the relevant council and officials of local self-government, during which members of the territorial community can hear them, raise issues and make proposals on issues of local importance, belonging to the local government. Public hearings are held at least once a year, and proposals made as a result of public hearings are subject to mandatory review by local government bodies.
The lawyer of the Office, Oleksandr Tokalenko developed a statement on holding public hearings and other documents. He also constantly consulted in the process of collecting signatures for holding public hearings.
The result of the work was the publication by the Kherson City Mayor of an order to hold a public hearing on the issue of the list of capital repairs of the housing stock and lift equipment for 2017 on 10 June at 10:00.
