On February 23, 2017 in Tatarbunary district of Odesa region for the first time problems of security in society with the participation of all governmental and non-governmental bodies working in this field were comprehensively discussed. During the round table, the need for joint participation and responsibility of the police, local authorities and residents on security issues was reaffirmed, the initiative "The Safe Tatarbunary District Through Joint Efforts" was presented and a Coordination Office security was established.
The purpose of the round table "Safety in the community: a joint participation and responsibility" was the coordination and unification of efforts of all stakeholders to ensure security in Tatarbunary and to Tatarbunary district. The event was attended by over 25 participants – the administration of the district Council, district state administration, city Council, police, Legal Aid Bureau, public activists and lawyers.
Opening the discussion, Deputy Chairman of the Odesa regional organization of NGO "Committee of Voters of Ukraine" Igor Brinosh stressed the relevance of security issues in society.
"Despite the reform of the police in the small local communities positive changes almost did not happen - people like before don't trust the police, security in the society is at a very low level, local governments and local residents are not involved in the provision of security in the community. Security in Tatarbunary and Tatarbunary district is a joint activity and joint responsibility of the police, local authorities, local residents, other state and non-state structures", said Igor Brinosh (pictured).
The purpose of the initiative, funded by International Renaissance Foundation, is to facilitate ongoing coordinated ties and joint responsibility of local authorities, the police and other public authorities, community groups and local activists, which will result in providing a safe environment in Tatarbunary and Tatarbunary district of Odesa region. Major planned activity for 2017 include establishing ties to the community across the entire spectrum of security issues; conducting local analysis on security in the society; accounting the priorities of the respective local authorities, identified problems in the field of security; the introduction of joint patrols; awareness-raising, involvement and responsibility of citizens and local authorities regarding security in society; the implementation of local safety programmes and the rule of law; enhancing accountability of the police and the intensification of public control over activity of law enforcement bodies.
Concluding the event, participants agreed to hold in March-April 2017 local analysis on security issues. According to the results of local analysis, it is planned to prepare " community safety data" - a summary of the main security threats for residents; map of dangerous places; classification and description of the identified problems (issues that can be solved by the efforts of the police; the issues that are the exclusive competence of local self-government; matters which require integrated efforts). According to the results of local analysis there will be formed priorities for the future activities of local authorities, police, community groups and activists. For example, the installation of street lights on the affected streets, development of parks and other public places, changing patrol routes or dislocation of the precinct, correct accents and activities in preventive work, etc.
