Ludmyla Zagorovska conducts legal seminar "Public Access to Information on the Budget: Legal Aspects"
How to develop and change communities to prevent the youth from leaving. How to improve the welfare of residents of small villages of Kherson region. Employees of village councils in Bilozerka district did not only study at the legal seminar, but discussed the question of uniting communities and visions of their future.
On February 11 in Bilozerka district library the legal seminar "Public Access to Information on the Budget: Legal Aspects" for employees of village councils was held by Ludmyla Zagorovska, the lawyer of Bilozerka Law Community Center.
During the first part participants learned about the requirements of the legislation of Ukraine on access to public information, in particular, in the budget process, about the administrative responsibility of officials for violations of the right to information and right to appeal, and about the procedure for involving the public in the formation of local budgets and monitoring their implementation They also learnt to organize work with citizens.
Appreciable revival of participants were observed when they heard about legislative innovations, in particular: requirements for the spending of state and local budgets on revealing information in the form of open data on the official web portal of public finance of Ukraine. Changes to the Code of Ukraine on administrative offences were also discussed. Because now this is not a Prosecutor who files the Protocol on violation of the right to information and right to appeal, but the Ukrainian Parliament Commissioner for Human Rights is.
The second part included interesting and topical issues: decentralization, prospects and opportunities for sustainable community development. Village heads discussed the question of uniting communities, what way this is going to happen, what are advantages and disadvantages for rural communities.
Ludmyla Zagorovska reported about legislation concerning uniting communities, about the number of the united territorial communities – they are 159 in Ukraine; there is one in Kherson region. The lawyer shared her impressions and knowledge gained during the internship in the framework of the project "Local reform – decentralization and creation of effective system of territorial organization of power in Ukraine" at the First National Forum of Sustainable Community Development held at the end of January 2016 in Lviv.
The heads got acquainted with the work of public organizations of Lviv: Centre “Women's Perspectives”, European Dialogue, Reforms Together. These organizations together with authorities, active communities attract considerable funds from international organizations, the State Regional Development Fund, participate in social projects - such as creating social enterprises, family farms, agricultural cooperatives, projects for leisure and youth education, recreation for children, environmental protection and energy-saving technologies.
Summing up the seminar, employees of village councils noted that they need new knowledge, new experience and possibility of discussing important issues.
“I’ve learned more about decentralization”, confessed one of the participants. “We need such events, because even well-informed people close to these issues, are not always able to explain these or those questions. Such events allow you to hear different points of view”.

The seminar was organized within the project "Budget of the Village Council – Open to the Public" implemented by Bilozerka Youth Center for Regional Development in the framework of the project "Ukrainian Regional Platform of Public Initiatives" administered by the Center "Women's Perspectives" in collaboration with Kherson City Community Foundation “Zahyst” with the financial support of the European Union.
