Reacting to challenges caused by a difficult situation in eastern Ukraine the Ukrainian Helsinki Human Rights Union with the support of the USAID "Human Rights in Action" Program opened new three legal reception offices in the cities near the conflict zone - Mariupol, Krasnoarmiysk and Kryvyi Rih.
Public reception offices are aimed at providing free legal aid to as many people in difficult situations as possible.
“Ensuring access to justice through providing free legal aid to people who are in a crisis situation, is the main objective of work of lawyers of public reception offices that enter the Ukrainian Helsinki Human Rights Union network. Renewal of the violated human rights is the best way of renewal of trust in the conditions of today's situation in the country”, commented Natalya Kozarenko, the regional coordinator of the UHHRU network of public reception offices.
According to lawyers of UHHRU public reception offices, citizens’ inquiries are rather various.
“People ask questions about granting pensions, receiving subsidies, compensation for loss of property as a result of military operations or property that remained in uncontrollable to the Government of Ukraine territories. Though we have started the work quite recently, the number of visitors asking for primary legal aid increases every day”, Tatyana Samoderzhenkova, coordinator of UHHRU public reception office in Mariupol, noted.
Lawyers also carry out documenting the circumstances of the destruction of homes and the loss of lives as a result of ATO. Received data are sent to the UHHRU Strategic Litigations to develop mechanisms of submitting complaints to the European Court of Human Rights.
“Recently a woman came to us, who, fleeing from the war, together with her children moved from Luhansk region to Kryvyi Rih. The so-called LPR condemned her to death penalty for "betrayal of the motherland". Now we are trying to help her to get compensation for the lost house taken away by bandits. They constantly threaten the woman by mobile phone”, Tatyana Dyrda, coordinator of UHHRU public reception office in Kryvyi Rih, told.
Since the majority of residents of territories bordering ATO zone need legal aid, lawyers plan field consultations soon.
“It implies that we can help more people who for some reason or other cannot come directly to the reception office”, Artyom Bezruk, coordinator of UHHRU public reception office in Krasnoarmiysk, explained.
Lawyers also plan to collaborate with volunteers organizations to provide high-quality legal aid to those who need it.
