Information Resource Center "Legal Space" is currently working fruitfully on an important project for Kherson residents - the creation of a Roadmap "Improving local self-government control in accordance with the rules of beautification". The main objective of the project is to develop new rules for monitoring the city's amenities, which will be acceptable to all interested parties, and consolidate them at the legislative level. The first step towards project implementation was the preparation of an analytical note that was recently presented by project experts Valerii Vetrov and Larysa Leonova.
According to Larysa Leonova, at the first stage of the project implementation, a working group on the development of rules for monitoring and analysis of the system of beautification of the city of Kherson was created. It includes all interested parties: entrepreneurs, deputies, the public.

About 100 anonymous questionnaires were distributed among entrepreneurs. The results of this survey became the basis of the analytical note.

“We are talking today about joining Europe. And the European streets immediately glare with its purity, beautiful architecture. Unfortunately, we do not have this. In my opinion, our work with various experts, meeting with the deputy corps and entrepreneurs suggests that we have given some reasons for this. First of all, the main reason is inefficiency of management, inefficiency of control ... If we want to solve the problem, we can solve it only in a complex way. This is when government, representatives of business, population, residents take part in it. The main regulatory reform standard used in different countries is to ensure coherent work”, said the expert analyst Valerii Vetrov.
In addition to the experts, the following members of the working group participated in the program: city council deputy Mykhaylo Lynetsky and entrepreneur Ihor Kurayan.

The experts also presented an analytical note at the meeting of the Standing Committee on Housing, Utilities, Energy Conservation and Engineering Infrastructure.
We present the full text of the document discussed. The note analyzes the legal acts regulating the accomplishment of the territory, describes the general state of Kherson's beautification to date, defines the goals, mechanisms and measures to improve the regulation of amenities. In the annexes you will find survey questionnaires and performance indicators of the proposed remedial measures.
